Hurd was not the only one to cause troubles for Boott at the falls. In 1825, the Merrimack Manufacturing Company built a temporary dam extending all the way across the river, for the first time blocking the main channel in East Chelmsford. The new structure probably incorporated most of the older Bowers wing dam. Witnesses said that the temporary dam was built mainly of stone slabs supported by timber. In some places, workmen had probably used timber framing or cribwork to close natural chutes between the jagged rocks.

These plans show a proposed canal running at the upper level from the Swamp Locks basin in a line parallel to the lower-level Pawtucket Canal. This new canal created an elongated island of land between it and the Pawtucket. The mills in the plan are on this strip, in a miniature version of the ideal power plan described earlier. The drawings also incorporate a rectangular street grid and alternative layouts for workers’ housing across the upper-level canal, opposite the line of mills. The Merrimack Manufacturing Company was busy adding additional mills to its original site, but the directors already intended to build more in the area shown on these plans.
